PREAMBLE

WE THE PEOPLE MEMBERS OF THE DAVIDSON COUNTY REPUBLICAN PARTY, DEDICATED TO THE SOUND PRINCIPLES FOSTERED BY THAT THE REPUBLICAN PARTY, CONSCIOUS OF OUR CIVIC RESPONSIBILITIES AND RIGHTS, FIRM IN OUR DETERMINATION TO GIVE OUR STRENGTH TO PRESERVING THE AMERICAN PRINCIPLE THAT GOVERNMENT OUGHT AND MUST BE OF ALL PEOPLE, BY ALL PEOPLE, AND FOR ALL PEOPLE DO, FOR THE PURPOSE OF UNITING AND COORDINATING OUR EFFORTS FOR MAXIMUM POWER AND EFFICIENCY HEREWITH ESTABLISH THIS INSTRUMENT, THE PLAN OF ORGANIZATION, TO GOVERN FOR THE REPUBLICAN PARTY OF DAVIDSON COUNTY, NORTH CAROLINA. 

ARTICLE I

        MEMBERSHIP        

ALL CITIZENS OF DAVIDSON COUNTY, NORTH CAROLINA, WHO ARE REGISTERED REPUBLICANS ARE MEMBERS OF THE DAVIDSON COUNTY REPUBLICAN PARTY, AND SHALL HAVE THE RIGHT TO PARTICIPATE IN THE OFFICIAL AFFAIRS OF THE REPUBLICAN PARTY IN ACCORDANCE WITH THESE RULES. ALL REFERENCES HEREIN TO DELEGATES, ALTERNATES, OFFICERS, AND MEMBERS SHALL. IN ALL CASES, MEAN PERSONS IDENTIFIED AND REGISTERED WITH THE REPUBLICAN PARTY DAVIDSON COUNTY BOARD OF ELECTIONS AS REPUBLICANS IN THE PRECINCT OF THEIR RESIDENCE.

COUNTY EXECUTIVE COMMITTEE

THE COUNTY EXECUTIVE COMMITTEE SHALL BE COMPRISED OF THE EXECUTIVE BOARD AND ALL REPUBLICAN PRECINCT CHAIRMAN AND ELECTED REPUBLICAN  OFFICIALS WHO RESIDE IN DAVIDSON COUNTY.  THE PRECINCT CHAIRMEN AND REPUBLICAN ELECTED OFFICIALS WHO WERE ELECTED IN PARTISAN ELECTIONS AND RESIDE IN DAVIDSON COUNTY, ARE EX-OFFCIO MEMBERS OF THIS COMMITTEE.

COUNTY EXECUTIVE BOARD

THE COUNTY EXECUTIVE BOARD SHALL BE COMPRISED OF ALL PARTY OFFICERS, INCLUDING THE FINANCE CHAIRMAN WHO IS AN EX-OFFICIO MEMBER,  AND ALL DULY ELECTED EXECUTIVE BOARD MEMBERS.

 

 

 

ARTICLE II

PRECINCT ORGANIZATION

A.ANNUAL BIENNIAL PRECINCT MEETINGS

1.  
Call for Meeting     

IN EVERY ODD-NUMBER YEAR, THE COUNTY CHAIRMAN SHALL CALL FOR PRECINCT MEETINGS DURING THE MONTH OF FEBRUARY OR THE FIRST TEN (10) DAYS OF MARCH; AFTER GIVING TEN (10) DAYS WRITTEN NOTICE OF THE TIME AND PLACE OF HOLDING SAME TO EACH PRECINCT CHAIRMAN, AND AFTER GIVING ONE (I1) WEEK’S NOTICE OF SUCH MEETING IN A NEWSPAPER OF GENERAL CIRCULATION WITHIN THE COUNTY. The County Chairman shall also inform the Precinct Chairs as to the number of DELEGATES AND ALTERNATES  entitled to cast votes at the convention.  IF THE CHAIRMAN SHOULD FAIL TO ACT IN COMPLIANCE WITH THE PROVISIONS ABOVE  it shall become the duty of the Vice Chairman to act in this capacity. The Vice Chairman shall give five (5) days notice of such convention in a newspaper of general circulation within the County. If the County Chairman or Vice Chairman does not call such a meeting, it SHALL BE CAUSE FOR ANY MEMBER OF THE COUNTY EXECUTIVE BOARD WITH THE APPROVAL OF THE CONGRESSIONAL DISTRICT CHAIRMEN TO CALL SAID PRECINCT MEETINGS BY NOTICE IN A NEWSPAPER OF GENERAL CIRCULATION WITHIN THE COUNTY. THE COUNTY EXECUTIVE COMMITTEE WILL SET A REGISTRATION DEADLINE OF NOT MORE THAN THIRTY (30) DAYS NOR LESS THAN FIVE (5) DAYS PRIOR TO THE CONVENING OF THE MEETING. EVERY REPUBLICAN REGISTERED PRIOR TO SUCH DEADLINE January 31 preceding the Meetings and in attendance at said meeting SHALL BE ENTITLED TO CAST ONE (1) VOTE,   EXCEPT THAT THE JANUARY 31 THIRTY (30) DAY REQUIREMENT SHALL NOT APPLY TO RESIDENTS WHO HAVE MOVED INTO THE PRECINCT WITHIN THIRTY (30) DAYS OF THE PRECINCT MEETING.

2. LOCATION

EVEN-YEAR PRECINCT MEETINGS SHALL  BE HELD PRIOR TO & SIMUTANEOUSLY WITH THE COUNTY CONVENTION.  ODD YEAR  PRECINCT MEETINGS WILL BE HELD AT THE DESIGNATED POLLING PLACE Defined by the Davidson county  board of elections. If a precinct meeting is moved from the polling location designated, the Precinct Chairman shall be responsible for complying with the procedure outlined below:

 (a) The Precinct Chairman shall designate one(1) member of the precinct to station himself at the location for the precinct meeting originally designated by the County Chairman one-half(1/2) hour prior to the designated meeting time. He shall direct those attending to the correct location and he shall remain at the originally designated location until the time for the precinct meeting to begin.

 (b) Upon the departure of the above-referenced individual, he shall leave prominently displayed a sign directing all who arrive late to the alternate location being used for the precinct meeting.

(c) thE precinct chairman shall cause a notice to be pLACED in a newspaper of general circulation in the area of the precinct of the change in time and/or location of the called meeting ten(10) DAYS PRIOR TO SAID MEETING AND AFTER NOTIFYING THE Executive BOARD OFFICERS

3.  Election of Precinct Officers AND DELEGATES/ALTERNATES

BIENNIAL ODD-NUMBERED YEAR PRECINCT MEETINGS, at which a quorum is one person,  SHALL ELECT A PRECINCT COMMITTEE CONSISTING OF A CHAIRMAN, A VICE CHAIRMAN, SECRETARY, AND AS MANY MEMBERS AT-LARGE AS  DEEMED NECESSARY TO CONDUCT THE BUSINESS OF THE PRECINCT.  OFFICERS MEMBERS OF THE PRECINCT COMMITTEE SHALL HOLD THEIR OFFICES PLACES FOR A TERM OF TWO(2) YEARS WITHOUT LIMITS. OR UNTIL THEIR SUCCESSORS ARE CHOSEN IF THE PRECINCT IS UNORGANIZED or a Precinct Chairman OFFICE  becomes vacant, THE County Chairman may appoint a temporary Precinct Chairman to serve until the next annual precinct meeting, at which time a new chairman may be elected.

MEETINGS SHALL ELECT ONE DELEGATE AND ONE ALTERNATE TO THE COUNTY CONVENTION.  THEY SHALL ALSO ELECT ONE ADDITIONAL DELEGATE AND ALTERNATE FOR EVERY one hundred (100) registered Republican voters; OR MAJOR FRACTION THEREOF (50%+1) registered thirty (30) days prior to the county precinct meetings. All OFFICERS AND Delegates /ALTERNATES selected to represent the Precinct shall be present at the meeting. There shall be no proxy voting.

4.   Certification of Officials and Delegates

THE CHAIRMAN AND SECRETARY OF EACH PRECINCT SHALL CERTIFY THE ELECTION OF OFFICERS. COMMITTEE MEMBERS, AND DELEGATES AND ALTERNATES TO THE COUNTY CONVENTION, ON FORMS STIPULATED BY THE STATE CENTRAL COMMITTEE AND FURNISHED BY THE COUNTY CHAIRMAN. COMPLETE CREDENTIALS SHALL BE IN THE HANDS OF THE COUNTY SECRETARY BY THE DEADLINE SET BY THE COUNTY CHAIRMAN. which shall be at least four(4) days prior to the Credentials Committee Meeting, unless the Precinct Meetings and the County Convention are held on the same day.  No Delegate or Alternate shall be added to the Credentials List following the adjournment of the Precinct Meeting. This delegate list shall be made immediately available to any Republican candidate(Running for Party, Local, State or National OFFICE), at that candidate's reasonable expense, along with a confidentiality and use agreement that said list will be used only for Republican activities related to the candidate's run for office.

5.   ALL OTHER BUSINESS CONCERNING PRECINCT MEETINGS SHALL FOLLOW THE GUIDELINES SET FORTH BY THE STATE PLAN OF ORGANIZATION.

 

 

 

 

B.  PRECINCT COMMITTEE

1.  DUTIES OF COMMITTEES AND PRECINCT OFFICERS

THE COMMITTEES AND PRECINCT OFFICERS SHALL FOLLOW GUIDELINES SET FORTH BY THE STATE PLAN OF ORGANIZATION EXCEPT IN SECTION TWO(2). THE PRECINCT CHAIRMAN SHALL COMPLETE AN ANNUAL FORM PROVIDED BY THE COUNTY CHAIRMAN, FAILURE TO FILL OUT AND RETURN SAID FORM SHALL BE TAKEN AS A REQUEST BY THE PRECINCT CHAIRMAN TO HAVE THE COUNTY CHAIRMAN APPOINT A NEW PRECINCT CHAIRMAN TO FILL THE VACANCY. The Precinct Committee shall cooperate with the County Executive Committee in all elections and Party activities, provide THE County ChairmAn with a list of Precinct Officers, a list of Party Members within the Precinct suitable for appointment as Election Officials, and promote the objectives of the Party within the Precinct.

2. Duties of Officers

The Chairman of the Precinct Committee, with the advice and consent of the Precinct Committee, shall have general supervision of the affairs of the Party within the Precinct, shall preside at all Meetings of the Precinct, and shall perform such other duties as may be prescribed by the Precinct Committee,  the County Chairman, or the County Executive Committee. The Vice Chairman shall function as Chairman in the absence of the Chairman. The Secretary shall keep all minutes and records and shall maintain a list of registered Republican voters and workers within the Precinct, unless otherwise provided by the Precinct Committee or the County Executive Committee.

ARTICLE III


ANNUAL COUNTY CONVENTION

COUNTY CONVENTIONS SHALL FOLLOW GUIDELINES SET FORTH BY THE STATE PLAN OF ORGANIZATION EXCEPT AS FOLLOWS:

A. ELECTIONS

1. DELEGATES SHALL ELECT A COUNTY EXECUTIVE COMMITTEE OF FIVE VOTERS. WHO SHALL HOLD THEIR PLACES FOR A TERM OF TWO YEARS OR UNTIL THEIR SUCCESSORS ARE ELECTED. THE COUNTY EXECUTIVE COMMITTEE MAY ELECT ADDITIONAL MEMBERS TO THOSE MEMBERS ELECTED BY THE COUNTY CONVENTION; THESE ADDITIONAL MEMBERS SHALL MEET THE SAME STANDARDS AS THOSE MEMBERS ELECTED BY THE COUNTY CONVENTION. NO MORE THAN FOUR ADDITIONAL MEMBERS SHALL BE ELECTED TO THE EXECUTIVE COMMITTEE DURING A TWELVE MONTH PERIOD; ALL COUNTY EXECUTIVE COMMITTEE MEMBERS TERMS SHALL EXPIRE ON THE DATE OF EXPIRATION OF THOSE MEMBERS ELECTED BY THE COUNTY CONVENTION. Republican elected officials who reside in Davidson County shall be recognized as “Ex-officio” non voting members of the Davidson County Republican Executive Committee. All Duly elected Davidson County precinct chairmen shall be recognized ad “ex-officio” non voting members of the Davidson County Republican Executive Committee.

2. PRESIDENTIAL ELECTION YEAR COUNTY CONVENTION SHALL FOLLOW GUIDELINES SET FORTH BY THE STATE PLAN OF ORGANIZATION EXCEPT FOR THE FOLLOWING, SECTION 2 PARAGRAPH C OF THE STATE PLAN OF ORGANIZATION.

IF DAVIDSON COUNTY SHALL BE DIVIDED INTO TWO OR MORE CONGRESSIONAL DISTRICTS, IT SHALL PROVIDE THAT THESE DELEGATES SHALL BE ELECTED BY THE ENTIRE COUNTY CONVENTION, OR THAT THE DELEGATES TO THE COUNTY CONVENTION FROM THE POLITICAL SUBDIVISIONS IN DIFFERENT CONGRESSIONAL DISTRICTS SHALL ELECT THE DELEGATES TO THEIR OWN PRESIDENTIAL YEAR CONGRESSIONAL DISTRICT CONVENTION.        

A. Annual Convention

 

1.  A County Convention shall be called in every year by the County Chairman within the month of March, at least ten (10) days prior to the scheduled District Convention, and after giving TEN (10) days notice of such Convention in a newspaper of general circulation within the County. At the time of the Call of the Convention, the County Chairman shall appoint a Credentials Committee of no less than three (3) people, which will meet and issue its report on delegates and alternates certified to that Convention at least seven (7) days in advance of the convening of the Convention, unless the precinct meetings and county convention are held on the same day. All delegates challenged in the report of the Credentials Committee shall be notified prior to the day of the Convention and allowed to present their case to the Credentials Committee prior to the convening of the Convention. The delegates and alternates elected at the precinct meetings, unless

successfully challenged, shall sit as deLegates and alternates at the County Convention.

 

2.  If the County Chairman fails, refuses, or neglects to call a County convention as required by this article, it shall become the duty of the Vice Chairman to act in this capacity. The Vice Chairman shall give five (5) days notice of such convention in a newspaper of general circulation within the County. If the County Chairman or Vice Chairman does not call such a meeting, it shall be cause for any member of the County Executive Board, with the approval of the Congressional District Chairmen to call such County Convention.

 

B.  General Convention Procedure

 

1. The County Convention shall be called to order by the County Chairman, who shall have the power to appoint Rules, Resolutions, and Credentials Committees, and other necessary convention committees, and temporary officers before the convening of the Convention

 

 

 

 

 

 

 

2  .No delegate, alternate or any other member of a Convention shall cast any vote by proxy. No precinct shall cast more votes than it has duly elected delegates on the floor at the County Convention at the time of the vote. No person shall be seated as a delegate or alternate unless such person shall have been duly elected a delegate or alternate by the appropriate precinct meeting; except, the registered Republican or Republicans present at the County Convention from an unorganized precinct which has not had its credentials accepted shall have the right to vote one(1) vote per precinct. Only delegates present on the floor are eligible to vote..

 

3. Quorum for the County Convention shall be one-half (1/2) plus one of those delegates (or their alternates) certified by the Credentials Committee and approved by the Convention.

4. Newspaper of General Circulation
    Notice published in a newspaper of general circulation in the County for the purpose of this Plan of Organization shall include either a paid advertisement or a news item, provided it includes the time, date, location and purpose of the meeting. This in no way relieves the Chairman of the responsibility of the notice.

5. Challenges
    Not with standing any other provision of the Plan of Organization, challenges to the seating of delegates and alternates must be made individually. Successful challenges shall not affect the seating of other delegates and alternates in the same precinct delegation unless it can be demonstrated by a preponderance of evidence that challenged delegates and alternates would not otherwise have been elected but for the votes of the unqualified delegates or alternates.

6. General Election Procedure
     Not with standing any other article in this Plan of Organization, the allocated delegate slots and then the allocated alternate slots, allotted under the Plan of Organization to a precinct or a county shall be filled first by the election of those duly qualified registered Republicans, eligible to vote, present at such meeting or convention, and desiring to be elected to fill such slots. No one shall be eligible for election as a delegate or alternate who is not present at the meeting or convention where such delegates or alternates are elected to the exclusion of another duly qualified, registered Republican who is present and wishes to be elected as a delegate or alternate.

C. Delegate Election

 

1. The County Convention shall elect one(1) delegate and one(1) alternate to the Congressional District and State Conventions, plus one(1) delegate and one(1) alternate for every two hundred fifty (250) Republicans registered in the County as of January 1 of that YEAR

 

2. If a County has been divided between two (2) or more Congressional Districts, it shall prorate its Delegate vote among these Congressional Districts in accordance with the Republican registration as of January 1 of that year in the political subdivisions within the County which have been divided among the different Congressional Districts. Delegates elected to a Congressional District Convention, in addition to the other qualifications which they must meet, must reside in the Congressional District to whose Convention they are elected. The

Delegates to the County Convention from the political subdivisions in different Congressional Districts shall elect the Delegates to their own Congressional District Convention.

 

3. THE COUNTY CONVENTION SHALL COLLECT FROM EACH PERSON IN ATTENDENCE A NOMINAL FEE SET BY THE EXECUTIVE COMMITTEE FOR CONVENTION EXPENSES OF WHICH A PORTION WILL be forwarded to the State Party pursuant to the North Carolina Republican Party State Plan of Organization.

 

 

D.  Odd Year Election of Officers

The odd-year County Convention shall elect the following officers to serve for two (2) years or until their successors are elected:

 

(1) Chairman

(2) Vice Chairman

(3) Secretary

(4) Treasurer

 

iN ADDITION TO THE FOUR (4) ABOVE NAMED OFFICERS, THE COUNTY CONVENTION WILL ELECT five(5) BOARD MEMBERS AT LARGE  WHO SHALL HOLD THEIR PLACES FOR A TERM OF TWO(2) YEARS OR UNTIL THEIR SUCCESSORS ARE ELECTED. THE COUNTY EXECUTIVE BOARD MAY ELECT ADDITIONAL MEMBERS TO THOSE MEMBERS ELECTED BY THE COUNTY CONVENTION; THESE ADDITIONAL MEMBERS SHALL MEET THE SAME STANDARDS AS THOSE MEMBERS ELECTED BY THE COUNTY CONVENTION. NO MORE THAN FOUR(4) ADDITIONAL MEMBERS SHALL BE ELECTED TO THE EXECUTIVE BOARD DURING A TWELVE(12) MONTH PERIOD; ALL COUNTY EXECUTIVE BOARD MEMBER’S TERMS SHALL EXPIRE ON THE DATE OF EXPIRATION OF THOSE MEMBERS ELECTED BY THE COUNTY CONVENTION.

 

e. eLECTION pROCEDURE

iF MORE THAN TWO (2) PEOPLE ARE NOMINATED FOR A SINGLE POSITION THE VOTE SHALL BE BY WRITTEN BALLOTT. THE PURPOSE OF THIS PROCEDURE IS TO MAINTAIN HARMONY, SUPPORT UNITY, AND ALLOW PEOPLE TO VOTE THEIR CONSCIENCE WITHOUT INFLUENCE OF PEERS AS WELL AS HAVING  A TRUE WRITTEN RECORD OF THE VOTE.

 

 

 

 

 

 

 

 

 

 

f. Certification of County Officers

 

The County Chairman and the County Secretary shall certify election of the County Officers, County Executive BOARD Members,  as well as delegates and alternates to the Congressional Districts and State Convention on forms meeting standards specifiedby the State Central Committee, and shall forward complete credentials to the Congressional District Secretary and State Headquarters no later than ten (10) days following the date of the County Convention or the date set by the State Chairman, whichever date comes first.

ARTICLE IV

COUNTY EXECUTIVE COMMITTEE
 

A    THE COUNTY EXECUTIVE COMMITTEE SHALL CONSIST OF THE COUNTY OFFICERS AND OTHER PERSONS ELECTED BY THE COUNTY CONVENTION, AND THE COUNTY FINANCE CHAIRMAN AS DESCRIBED IN SECTION A, CONCERNING COUNTY CONVENTION.
A. Membership

 

1.     The voting members of the Executive BOARD shall consist OF the County Officers; the five(5) individuals elected by the County Convention AND ANY ADDITIONAL ELECTED EXECUTIVE BOARD MEMBERS.

 

2.      All duly elected Precinct Chairmen shall be ex-officio members of the Executive Committee.

 

3.     The Finance Chairman, as Appointed by the County Chairman shall be AN EX-OFFICIO member OF THE COUNTY EXECUTIVE BOARD.

 

4.      All duly elected public officials at the federal, state, county and municipal level who are residents of Davidson County and registered in the County as Republicans shall be ex-officio members of the Executive Committee.

5.      Ex-Officio membership of any committee or board entitles such member to participate in discussion and debate, including permission to advance any motion allowed by this Plan or Robert's Rules of Order newly revised, in connection with any matter considered by such committee or board. However, ex-officio membership does not entitle any such member to vote on any motion or other business considered by such committee or board. The attendance of said members shall not be required to establish a quorum necessary for conducting business of the Executive BOARD.

 

6.     ANY MEMBER OF THE EXECUTIVE BOARD WHO FILES TO RUN FOR ANY OFFICE SHALL TENDER THEIR RESIGNATION WITHIN seven(7) DAYS OF FILING FOR OFFICE.  NOT TENDERING THE RESIGNATION SHALL NOT PRECLUDE REMOVAL AND REPLACEMENT  BY THE EXECUTIVE BOARD.

 

7.     ANY MEMBER OF THE DAVIDSON county REPUBLICAN party EXECUTIVE  BOARD SHALL NOT BE IN THE IMMEDIATE FAMILY of ANY OTHER VOTING MEMBER OF THE DAVIDSON COUNTY REPUBLICAN PARTY EXECUTIVE BOARD, except in the case of finance chairman.  IMMEDIATE FAMIILY INCLUDES SON, DAUGHTER, FATHER, MOTHER, GRANDFATHER, OR GRANDMOTHER, SON-IN-LAW OR DAUGHTER-IN-LAW, SPOUSE, MOTHER-IN-LAW, FATHER-IN-LAW.

 

 

B. Powers and Duties of Executive BOARD

 

The Executive BOARD shall:

 

1. Cooperate with the District and State Committees in all elections and Party activities.

 

2. Encourage qualified candidates to file for public offices.

 

3. Nominate the Republican Member(s) for the DAVIDSON County Board of Election.

 

4.  Appoint not less than three (3) members of the Finance Committee upon recommendation of the Finance Chairman.

 

5. Approve the Chairman’s appointment of the Auditing Committee and approve the annual audit.

 

6. Fill vacancies on the County Executive Board.

 

7. Fill vacancies in public offices or nominees for public office in accordance with  the State Plan and  NC General Statutes;

8. THE Executive BOARD shall conduct such other actions as may be necessary for the conduct of the affairs of the Party.  The Executive BOARD shall keep accurate accounts of its proceedings.

9.  The Executive Board shall meet at the call of the County Chairman and prior to each meeting of the Executive Committee. The Executive Board shall formulate and promote the mission and goals of the Davidson County Republican Party; exercise oversight of the authorization and expenditure of funds and the execution of contracts for services; and develop agendas for meetings of the Executive Committee. The Executive Board may approve expenditures of funds and contracts for services within dollar limits established by the Executive BOARD. Actions by the Executive COMMITTEE shall be subject to approval by the Executive BOARD.

10. Meetings
     The Executive Committee shall meet at least six(6) times a year upon call of the County Chairman after giving FIVE (5) days notice to all members; One-third(1/3) of the voting membership shall constitute a quorum for the transaction of business. There shall be no proxy voting.

C.   Duties of Officers


 1.
The Chairman shall be the Chief Executive officer of the Republican Party in DAVIDSON County and shall, with the advice and consent of the Executive Board, exercise general supervision over the work and activities of the Party in the County. He shall have the ultimate responsibility for the progress of the Republican Party in DAVIDSON County and shall have all powers and authority reasonably necessary to discharge said responsibility.

The Chairman OR HIS APPOINTEE shall preside at the County Convention and at all meetings of the County Executive Committee and the County Executive Board. All elected or appointed officers of the County Executive BOARD shall report directly to the Chairman and he may appoint special committees and such public relations advisors as may be necessary. The Chairman shall appoint with the approval of the Executive BOARD an Auditing Committee of not less than three (3) members which shall conduct a yearly audit of the financial records of the davidson County republican party and shall report such audit to the County Executive BOARD For approval at the last regular Executive BOARD meeting of the calendar year. The Chairman shall be responsible for keeping on file at THE State Headquarters a current copy of the DAVIDSON County Republican party Plan of Organization. He shall be a member of the County Finance Committee, an ex-officio member of all committees unless otherwise designated, and shall perform such other duties and exercise such other powers as may be prescribed in the County or State Plans of Organization or by the County Executive Committee.

 

2. Within thirty(30) days of their Election at the Convention, The County Chairman shall appoint the Chairman of the following Standing Committees: (1) Finance; (2) Precinct Organization; (3) Audit; (4) Public Relations; (5) Recruitment (6) Special Events and (7) voter  Registration. The County Chairman, in consultation with the Standing Committee Chairmen, shall recommend for the Executive BOARD's approval Standing Committee members.

 

3. The Vice Chairman shall be the second officer in rank in the Party, and, in the absence or disability of the Chairman, shall perform the duties of Chairman; shall be conversant with the Chairman’s activities and assist the Chairman wherever possible in maintaining a strong and effective County Organization; shall be a member of the Finance Committee and an ex-officio member of other committees unless otherwise designated; shall perform such other duties as may be assigned by the County Chairman or the Executive Board.

 

 4. The Secretary shall keep all minutes of the County Executive Board, the County Executive Committee and the County Convention; send hard copies of the minutes of each such meetings, within tWENTY (20) days of each meeting, to the Chairman AND Vice Chairman;  keep all official records and maintain a roster of all Precinct officers and Executive Committee and Executive Board Members, which shall be available to any registered Republican; furnish to the Congressional District Chairman and to State Headquarters up-to-date lists of all Precinct Chairmen; perform such other duties as may be assigned by the County Chairman or the Executive Board.  Should the Secretary resign, not seek re-election,  or not be re-elected they shall immediately turn over all notes past and present to the duly elected County Chairman

 

5.  D. TREASURER:  THE TREASURER SHALL RECEIVE AND DISBURSE ALL FUNDS FOR PARTY EXPENDITURES AND SHALL BE REQUIRED TO MAKE PAYMENT ON ALL DEBTS OR DEPOSIT ALL FUNDS RECEIVED WITHIN TEN (10)  WORKING DAYS AFTER BEING NOTIFIED OF THE DEBTS OR FUNDS RECEIVED BY THE COUNTY CHAIRMAN OR SECRETARY OF THE DAVIDSON COUNTY EXECUTIVE BOARD, SHALL MAKE A FINANCIAL REPORT AT ALL EXECUTIVE BOARD MEETINGS AND SHALL FULFILL ALL FINANCIAL REPORTS AND OBLIGATIONS REQUIRED BY STATE AND FEDERAL ELECTIONS LAWS, SHALL BE PREPARED TO REIMBURSE ANY EXECUTIVE COMMITTEE MEMBER WHO SHALL PRODUCE A RECEIPT OF DEBT FROM EXPENDITURES ON BEHALF OF THE DAVIDSON COUNTY REPUBLICAN PARTY WHICH HAS RECEIVED PRIOR APPROVAL FROM THE EXECUTIVE BOARD. FAILURE TO CARRY OUT SUCH DUTIES SHALL RESULT IN A CALL OF REMOVAL BY THE DAVIDSON COUNTY REPUBLICAN PARTY  EXECUTIVE BOARD IN ACCORDANCE WITH ARTICLE V SECTIONS 5A AND 5B OF THE STATE PLAN OF ORGANIZATION.

 

                                                                                                                                      ARTICLE V       

A. FINANCES AND AUDITING

1. Finance Committee
            The dc gop Finance Committee shall be composed of the County Finance Chairman, the County Chairman, the County Vice Chairman, the County Treasurer, and not less than three(3) persons approved by the Executive BOARD, as specified HEREIN. They shall have active management of fund raising efforts within the County.

2. Auditing Committee
            The dc gop Auditing Committee, appointed by the County Chairman, shall conduct a yearly audit of the financial records of the County and report such audit to the Executive BOARD for approval.

3. Expenditures
            Any expenditures of funds, including signing contracts for services, must be authorized in advance by the Executive BOARD; provided, however, that such expenditures or contracts may also be authorized by the County Chairman or Treasurer within dollar limits or other parameters or conditions established by the Executive BOARD. Such dollar limits, parameters, or conditions may be adopted by the Executive BOARD in the form of a standing policy. 

B.  Executive Committee /BOARD Vacancies and Removals

 
            A. In case of death, resignation, discontinuance of residency within the County, removal from office of any officer of the Executive BOARD, or other vacancy under the control of the Executive BOARD, the resulting vacancy shall be filled by an election by the Executive BOARD; except that immediately upon the office of Chairman becoming vacant, the VICE Chairman shall automatically succeed to the office of Chairman until such an election is held. In the event a current officer is elected Chairman, the Executive BOARD shall elect new officers as needed to fill any vacancies.

            B. Any officer or member of the Executive BOARD may be removed by a two-thirds(2/3) vote of the BOARD after being fur­nished with notice of the charges against him, signed by not less than one-third(1/3) of the members of the Committee and allowing him thirty (30) days to appear and defend himself; provided further that cause for removal shall be limited to gross inefficiency, party disloyalty, or intentional failure to act in compliance with the County or State Plans of Organization. Such removal may be appealed within twenty (20) days to the State Central Committee, whose decision shall be final.

C.  Elected Office VACANCIES, REMOVALS AND APPOINTMENTS

1. VACANCIES

WHEN A VACANCY OCCURS IN A GOVERNMENTAL OFFICE OF ANY PROPERLY ORGANIZED COUNTY, SUCH VACANCY SHALL BE FILLED BY THE RECOMMENDATION OF THE DAVIDSON COUNTY REPUBLICAN PARTY EXECUTIVE BOARD COMMITTEE. NOTIFICATION OF SUCH APPOINTMENT SHALL BE MADE WITHIN THIRTY (30) DAYS OF THE SAID VACANCY OCCURS OCCURANCE.

2. QUALIFICATIONS


ALL REGISTERED REPUBLICAN VOTERS OF DAVIDSON COUNTY SHALL BE ELIGIBLE FOR APPOINTMENT TO SAID VACANCY. THE COUNTY EXECUTIVE BOARD  SHALL CALL A COUNTY MEETING AS TO INFORM ALL INTERESTED PARTIES OF SAID VACANCY, THE COUNTY EXECUTIVE BOARD SHALL REVIEW ALL RESUMES AND SHALL INTERVIEW ALL CANDIDATES IN EXECUTIVE SESSION. THE EXECUTIVE BOARD WILL VOTE ON THE REPLACEMENT AND ANNOUNCEMENT OF ALL APPLICANTS TO SAID VACANCY SHALL BE ANNOUNCED AT A CALLED  COUNTY MEETING AND BY A LOCAL MEDIA.

3. REMOVALS

WHEN ANY ELECTED OR APPOINTED COUNTY OFFICIAL WHO WAS ELECTED OR APPOINTED TO SUCH OFFICE AS A MEMBER OF THE REPUBLICAN PARTY IF PROVED TO BE ENGAGED IN ANY CRIMINAL ACTIVITY AND OR HAS ADMITTED TO MISCONDUCT CONCERNING PUBLIC FUNDS OR THE PUBLIC TRUST, RESULTING IN GROSS INEFFICIENCY OF THE POSITION WHICH HE OR SHE MIGHT HOLD, THE DAVIDSON COUNTY REPUBLICAN EXECUTIVE BOARD COMMITTEE SHALL CALL FOR THE REMOVAL OF SAID INDIVIDUALS FROM OFFICE, SUCH REMOVAL MAY BE APPEALED, WITHIN TWENTY(20) DAYS TO THE DAVIDSON COUNTY EXECUTIVE BOARD COMMITTEE AND THEIR DECISION SHALL BE FINAL.

4. ALL OTHER MATTERS CONCERNING VACANCIES, APPOINTMENTS AND REMOVALS SHALL BE GOVERNED BY THE GUIDELINES SET FORTH BY THE STATE PLAN OF ORGANIZATION

 

 

ARTICLE VI

PARLIAMENTARY AUTHORITY

ROBERTS RULE OF ORDER NEWLY REVISED 10th edition, SHALL GOVERN all PROCEEDINGS EXCEPT WHEN INCONSISTENT WITH THE STATE OR COUNTY PLAN OF ORGANIZATION.

ARTICLE VII

AMENDMENTS

THIS PLAN OF ORGANIZATION MAY BE AMENDED BY A TWO-THIRDS VOTE OF THE MEMBERS PRESENT AT A REGULARLY CALLED MEETING OF THE DAVIDSON COUNTY REPUBLICAN EXECUTIVE COMMITTEE, PROVIDED THAT, THE LANGUAGE OF THE PROPOSED AMENDMENT HAS BEEN APPROVED BY THE EXECUTIVE COMMITTEE AT LEAST TEN DAYS PRIOR TO SAID MEETING AND THAT THE FULL TEXT OF THE PROPOSED AMENDMENT IS INCLUDED IN THE CALL OF THE MEETING.  

(a) Except as provided in section (b) below, this Plan of Organization CAN ONLY  be amended not inconsistent with the State Plan of Organization by TWO- THIRDS (2/3) vote of the delegates present and voting at any annual County Convention; no proxy voting ever allowed.

(b) In the event that it is determined & NOTICED  BY THE STATE PARTY that A SPECIFIC  PORTION OF  the County Plan of Organization is not consistent with the State Plan of Organization, the Executive BOARD  ShALL at the next meeting amend ONLY the section of the County Plan of Organization THAT is not consistent with the State Plan of Organization.   Under no circumstance shall such amendment not be completed within NINeTY (90) days of a determination that the County Plan of Organization is not consistent with the State Plan of Organization.

ARTICLE VIII

        EFFECTIVE DATE

THIS AMMENDED PLAN OF ORGANIZATION SHALL BECOME EFFECTIVE and repeal and supersede all other rules, IMMEDIATELY UPON ratification by A TWO-THIRDS) VOTE OF THE MEMBERS PRESENT AT A REGULARLY CALLED MEETING OF THE DAVIDSON COUNTY REPUBLICAN EXECUTIVE COMMITTEE, PROVIDED THAT, THE LANGUAGE OF THE PROPOSED AMENDMENT HAS BEEN APPROVED BY THE EXECUTIVE COMMITTEE AT LEAST TEN DAYS PRIOR TO SAID MEETING AND THAT THE FULL TEXT OF THE PROPOSED AMENDMENT IS INCLUDED IN THE CALL OF THE MEETING . ADOPTION BY THE DAVIDSON COUNTY REPUBLICAN PARTY EXECUTIVE COMMITTEE COUNTY CONVENTION IN Lexington N.C on March 8,2008.
